Mr. Stephen D. Bates is Vice President of the Sea, Space and Air Division at ATI where he oversees the management of the following active Other Transaction (OT) consortia; Information Warfare Research Project (IWRP) Consortium, Undersea Technology Innovation Consortium (UTIC), Naval Surface Technology and Innovation Consortium (NSTIC), and the Expeditionary Missions Consortium – Crane (EMC2).  These consortia are focused on delivering cutting edge technologies to our warfighters across multiple warfare domains.

Previous assignments within ATI include serving as Director of the Sea, Space and Air Division and Program Manager for several divisional consortia, to include the Space Enterprise Consortium, the Consortium for the Execution of Rendezvous and Servicing (CONFERS), IWRP, and the Resilient Infrastructure and Secure Energy (RISE) Consortium.

Prior to joining ATI, Mr. Bates served as an officer in the United States Marine Corps for more than 24 years as an F/A-18D Weapons Systems Officer. During his time in service to our country, he participated in multiple overseas deployments in support of both combat and peacetime operations.  Non-flying assignments included multiple tours at Marine Corps Recruit Depot Parris Island and an assignment in the Pentagon.

Mr. Bates graduated from the United States Naval Academy with a Bachelor of Science degree in Oceanography and holds a Master’s Degree in Military Studies from the Marine Corps Command and Staff College.
