In February 2026, Mr. Scout was selected to be the Deputy Open Architecture Functional Lead within PMA-209 where he worked to drive MOSA adoption, maturation of open standards and reference architectures, engagement with multi-service industry/government/academia consortia, and provided functional support and training for multiple programs of record seeking to adapt legacy proprietary systems and acquisitions into modular and open systems.
In May 2025, Mr. Scout performed a rotational assignment as an IPT Lead for PMA-209 where he took responsibility for managing multiple contracts for the sustainment of the Navy’s Low Probability of Intercept Radar Altimeter RT-1805/APN.
In May 2020, Mr. Scout took on the responsibilities of Lead Scheduler for PMA-268 and was responsible for schedule monitoring, analysis, and reporting across the PMA-268 portfolio. He was awarded a Navy Civilian Service Commendation medal in 2025 for his exceptional contributions to the program while in this role.
In February 2020, Mr. Scout joined the NAVAIR civilian workforce with his appointment as an Operations Research Analyst for the Cost & Schedule Analysis department. In this role he was assigned as a schedule analyst for PMA-268 in support of the MQ-25 Stingray and Unmanned Carrier Aviation Mission Control System programs.
In September 2017, Mr. Scout was selected for promotion to contract Program Manager for the Unmanned Carrier Aviation Mission Control System MD-5 A/B. In this role he was responsible for planning, budgeting, supervising, resourcing, and directing execution for all MD-5 contract activities.
In November 2015, Mr. Scout was assigned as the Requirements Lead for the Unmanned Carrier Aviation Mission Control System MD-5 A/B in support of the Rapid Capability Solutions department and PMA-268. Mr. Scout was responsible for the development and management of system and subsystem level requirements for NAVAIRs organic carrier-based unmanned aircraft control system.
In June 2014, Mr. Scout was selected as the IT Project Manager and supervisor at General Dynamics Information Technology for NAVAIRs web applications development team supporting the Information Technology & Information Management department.
In October 2007, Mr. Scout was assigned as a software engineer at BAE Systems supporting the Combat Identifications Systems division at the Naval Air Warfare Center Aircraft Division.
Mr. Scout earned his bachelor’s degree in Computer Science from the University of Maryland in 2007, and his Master’s in Business Administration in 2018.
