
Mr. Carter is a seasoned expert in systems engineering, avionics architecture, and aviation technologies, with over 25 years of experience enhancing system performance, modularity, and integration. His expertise includes MBSE, MOSA, and Army Aviation’s Digital Backbone Development. As a Senior Technical Fellow at PeopleTec, Inc., Mr. Carter provides leadership in systems engineering and architecture design. He currently supports the Utility Helicopters Project Office’s Strategic Concepts Team, focusing on Black Hawk Modernization.
Previously, he played a key role in the U.S. Army’s FLRAA Project Office as a Senior Systems Architect, leading avionics integration, mission system development, and compliance with MOSA principles. He was instrumental in FLRAA’s transition from traditional systems engineering to MBSE. Mr. Carter also supported the Improved Turbine Engine Project Office in software and avionics integration, requirements-based testing, and technology maturation. With 10 years of industry experience at Goodrich Aerospace and BAE Systems, he has advanced propulsion health management, MOSA implementation, and system integration strategies.
A published author and recognized thought leader, Mr. Carter continues to drive aerospace system modernization. He holds a B.S. in Mechanical Engineering from Clarkson University and an M.S. in Mechanical Engineering from Virginia Tech.
