Joseph “Joe” Sopcisak is a Senior Policy Advisor in Holland & Knight’s Washington, D.C., office, where he advises clients on national security, defense innovation, dual-use technology, and the defense industrial base. A former Technical Director for Manufacturing Capability Expansion and Investment Prioritization (MCEIP) in the Office of the Under Secretary of Defense for Acquisition and Sustainment, he led initiatives spanning the Defense Production Act and Industrial Base Analysis and Sustainment programs. Joe brings more than a decade of experience bridging advanced technology development, manufacturing, and policy across the Department of Defense and private industry, with expertise in areas such as critical minerals, microelectronics, energy storage, and AI-enabled systems. Earlier in his career, he was a staff scientist at the Johns Hopkins University Applied Physics Laboratory, managing research in materials and processes vital to national defense. He holds an M.S. in Materials Science and Engineering from the University of Virginia and a B.S. in Materials Science and Engineering from the University of Pittsburgh.
