Michele D. Pollard is a Federal Program Officer and Acting Program Manager in the NOAA Technology Partnerships Office. In her role, Ms. Pollard is responsible for the day to day activities for the Small Business Innovation Research (SBIR) Program, beginning with the creation of the competition timelines and two (2) Notice of Funding Opportunity (NOFO) notices for Phases I and II. Ms. Pollard reviews applicant’s project proposals for minimum requirements as well as other pre-award activities e.g. speaking engagements with small businesses. During the post award process, Ms. Pollard reviews progress reports, grantee drawdown accounts and other grantee request actions, most commonly, Principal Investigator, Key Personnel and budget changes. Previously, Ms. Pollard worked as a Grants Officer in NOAA's Grants Management Division under an interagency agreement between NOAA and The Census Bureau. Having unlimited signatory authority, Ms. Pollard managed (the) Census’ portfolio of research grants from “cradle (funding announcement) to grave (closeout)” for numerous research grants to assist with the collection, computation, analysis and presentation of census data. Ms. Pollard holds a Bachelor's in Human Resources Management from The College of Notre Dame of Maryland.
