As the Director of Project Development at the U.S. Army of Energy Initiatives, Mr. David Irwin is responsible for the identification, vetting, development, and structuring of energy projects to increase energy resilience at U.S. Army installations. Prior to assuming his current position at OEI, Mr. Irwin served as the Program Manager for Critical Infrastructure Cyber Assessment under the Air Force Civil Engineer. Mr. Irwin has also served as Director of Opportunity Development for the Air Force Office of Energy Assurance and was a Project Manager for Air Force Military Construction (MILCON) Design & Construction primarily supporting new mission bed-down. Mr. Irwin has held various engineering positions during the course of his career both in and outside of the Department of Defense, with positions at Offutt AFB, Nebraska and as an engineering consultant. Mr. Irwin holds registration as a Professional Engineer, and has a Bachelor of Science in Civil Engineering from Arizona State University, and a Master’s in Military Operational Art and Science from Air University at Maxwell AFB, AL.
