Patrick O’Brien is a policy analyst in the Innovative Research Division at U.S. DOT’s Volpe
Center. He currently supports U.S. DOT’s SBIR Program and FRA’s Monitoring and Technical
Assistance Program. Prior to joining the U.S. DOT Volpe Center, O’Brien worked for the Defense
Contract Management Agency analyzing business systems of defense contractors to ensure
compliance with the Federal Acquisition Regulation.
