DoW Intellectual Property Cadre

Mr. Winborne is trained as a patent attorney and physicist. He leads efforts 

to develop intellectual property (IP) training and guidance for DoW in 

coordination with the Warfighting Acquisition University. He supports the 

Defense Acquisition Regulation Council as a subject matter expert in 

revising IP acquisition regulations. He advises DoW on IP issues in 

support of advanced manufacturing and leads IP Cadre efforts to 

implement Modular Open System Approaches in the acquisition of 

technology and IP
