Mark Grubb serves as Next Generation 911 Technical Subject Matter Expert advancing cyber resilient 911 and interoperability in advance technologies. Prior to this assignment, he served as the Chief, Prioirty Services Development Branch, Prioirty Communications Services Sub-Division where he led the team as Deputy Program Manager for both the Next Generation Networks Priority Services Phase 1 and Phase 2 DHS Level 2 Major Acquisition Programs. In these roles, he led the natiowide team effort to deliver telecommunications priority capabilities in commercial, government, and private networks supporting of National Security / Public Safety and Critical Infrastructure.
Previously, he served as an Information Technology Specialist supporting Cybersecurity Strategy and Enterprise Data Analytics in the ECD Strategic Mission Integration Sub-Division. His efforts supported the development of nationwide performance measures to understand and monitor trends in interoperable communicatons across state, regional and national levels. Prior to joining CISA/ECD in 2017, Mark served Delaware State Government as the Director of the Division of Communications, Department of Safety and Homeland Security. He was responsible for the installation, operation, and maintenance of Delaware’s statewide 700 and 800 MHz public safety radio systems, and improvement of Delaware’s interoperable public safety communication systems. In addition to his primary duties, he served as the Statewide Interoperability Coordinator, the first Chair of the National Council of Statewide Interoperability Coordinators (NCSWIC), Vice Chair of Safecom, the Single Point of Contact for the FirstNet Network, and Chairman of the FCC's Region 28 Planning Committee for 800 and 700 MHz frequency planning and coordination. Mark continues to serve as a Governor appointed board member of the states Enhanced 911 Board of Directors.
Prior to public service, Mark worked over 20 years in the private sector culminating in assignments as First Vice President managing key administrative services with a $1M operating budget and a $15M capital budget in support of 7 million square feet of office space in over 60 buildings in the United States, Canada, Spain, and Ireland. He is a graduate of the Senior Executives in National and International Security, Harvard Kennedy School.
