Mr. Muñoz is the Command Information Officer and Enterprise
Information Technology Officer for Naval Facilities Engineering Systems
Command. He is the command’s senior civilian responsible for enterprise-wide
information technology and shore infrastructure cybersecurity, competency
development, and architecture in support of the enterprise business
requirements and strategy. Appointed a Senior Leader in January 2021, he
previously served as N6 and Command Information Officer for Commander, Navy
Installations Command (CNIC).
Mr. Muñoz served as Acting Chief Information Security Officer / Chief Privacy
Officer and Cyber Defense Manager at the Office of the Comptroller of the
Currency (OCC), where he provided Cybersecurity Protection leadership direction
and implementation of Continuous, Diagnostic and Mitigation (CDM) Program for
the OCC. He served as the Cybersecurity Operations and Services Manager (N6C)
for CNIC Headquarters and has established ground-breaking, Enterprise-wide,
cybersecurity tools and monitoring capabilities. Prior to 2010, Mr. Muñoz
served as a senior Security Engineer at the Office of Naval Intelligence, where
he supported projects across the intelligence community by leading
state-of-the-art cross domain designs, implementing service-oriented
architectures and securing networks through innovative architecture
development.
Mr. Muñoz enlisted in the Navy and served nine years in electronic warfare,
signal intelligence analysis and cryptology areas. Mr. Muñoz transitioned into
the private sector and led highly visible projects in secure software
development, cross-domain platforms, signal intelligence, and information and
system security. Mr. Muñoz has a Bachelor’s degree in Computer Engineering
Technology and a Master's degree in Information Technology and
Telecommunication. Mr. Muñoz maintains C-CISO, CISM, ISSEP and CISSP professional
certifications. Mr. Muñoz is recipient of three Navy Meritorious Civilian
Service Awards.
