Ms. Lisa A Good, a native of Canton, Ohio, graduated in 2005 from Oakland City University with a Master of Science in Management, and in 2022 from IUPUI with a Master of Public Affairs. In 1992, she enlisted in the United States Navy Reserve and was commissioned in 2007 as a Supply Corps Officer; she continues to serve in the Navy Reserve as the Executive Officer of the NR Commander Forces Activities, Chinhae HQ unit.
Ms. Good assumed the role of Chief of the Contracting Office (CCO), Department Head Code 02 in June 2023. In this capacity, she serves as the Senior Contracting Official responsible for managing the entire contracting office of
NSWC Crane, ensuring policy and procedures comply with law, regulation, good business practice and prudent business decisions. Under her direction, NSWC Crane Contracting & Agreements Officers obligated more than $2.5B in FY24 in the award of Federal Contracts, Grants, Purchase Orders, Other Transactions, and Prize Challenges, effectively bridging the functions of the Contracting Department with the overarching mission, vision, and strategic intent of NSWC Crane.
In October 2006 Ms. Good began her career as a Contract Specialist (1102 Series) at NSWC Crane assigned to the Special Projects Division and later the Joint Special Operations Response Department, Irregular Warfare Technologies. In July 2012, she became a Warranted Procuring Contracting Officer within the Radar Technologies Contracting Branch. In December 2016, she was selected to be the Branch Manager of the Radar Contracting Branch and in January 2021 she was promoted to the role of Expeditionary Contracts, Division Director (Code 023) where she led four branches in the delivery of responsive, compliant, and agile acquisition solutions for Expeditionary missions, obligating more than $375M/yr.
Her overseas deployments in a Navy Reserve capacity include serving as the Services Branch Chief, Regional Contracting Center - Capital (Kabul, Afghanistan) 2013-14; Shore Division Supervisor at NAVSUP Fleet Logistics Center Bahrain (FLCB) 2016; and Deputy Chief of Contracts at CJTF-HOA Djibouti, Africa 2019-20.
Ms Good holds an Unlimited Procuring Contracting Officer Warrant with Agreements Officer authority, she is DAWIA Certified in Contracting and Program Management.
