Responsible for the seamless planning, acquisition, delivery, quality, receipting and payment of over $360 million annually of operational energy and utility expenses across the Coast Guard’s global portfolio, the Office of Energy and Power quite literally Powers the Mission. From intelligence driven threat identification and interagency and international collaboration to fraud monitoring and investigations, Sam proudly advocates for a team with over 190 years of combined petroleum and energy performance contract expertise. As a Mechanical Engineer that has spent much of his life and 28 years of service with the U.S. Coast Guard dewatering bilges, fixing persistent problems, and preparing for when systems fail, he now focuses on organizational change brought by the Coast Guard’s Force Design ’28 efforts to double the size of the service. His assignments aboard multiple cutters prepared him to teach ship survivability and damage control and lead teams throughout his Joint Staff assignments on implementing Globally Integrated Operations. He is an expert in utilizing alternatively financed infrastructure improvement projects to secure and expand onsite power generation for government facilities, with a portfolio of contracts that recently exceeded $1.2 billion in utility energy cost avoidance.
