Eileen Rubin is a Program Manager at the U.S. Department of Homeland Security (DHS) Science and Technology Directorate. Eileen has led several initiatives, focusing mainly on securing critical infrastructure, telecommunications, and industrial control systems efforts within the Critical Infrastructure Security & Resilience Research (CISRR) Program. Under her leadership, DHS has worked with a number of labs to help identify and develop cyber threat-based scenarios designed to increase awareness of Industrial Control System vulnerabilities and inform mitigation efforts. Additionally, Eileen’s projects have yielded developments in improving emergency communications methods, including currently working with the Canadian government to develop a protocol for cross-border communications during emergency responses. Eileen earned her B.S. in Business Administration from the University of Pittsburgh and is accredited as a DHS Acquisition Program Manager.
