Colleen Gibney is the SBIR Deputy Project Manager at the Defense Health Agency, where she facilitates efforts to fund and transition critical medical technologies for medical warriors. Since 2016, she has served the DHA and the U.S. Army Medical Research and Development Command at Fort Detrick, guiding small businesses through the SBIR and STTR programs. Colleen’s experience spans more than fifteen years in federal R&D program management, including prior roles as SBIR Program Director for ITAC, the NIST Manufacturing Extension Partnership center for New York City, and as Project Manager for an NSF-funded Partnerships for Innovation program at the City University of New York.

Colleen holds Project Management Professional (PMP) and DAWIA Program Management Level II Practitioner certifications. She earned her M.S.I.S. in Information Management from Stevens Institute of Technology, an M.A. in International Affairs from The George Washington University, and a B.A. in Asian Studies from Mount Holyoke College.
