Brian Shipley serves as the Director of the Department of the Navy (DON) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs. In this capacity, he directs the strategic execution and management of a $600 million annual research and development investment portfolio, accelerating the transition of cutting-edge commercial technology into operational capabilities that deliver over $1.5 billion in mission-critical impact to the Fleet and Force annually. Under his leadership, the program drives technological innovation, harnesses the agility of small business to solve high-priority naval challenges, and maximizes the commercialization of federally funded research.
Backed by over 30 years of private-sector defense experience in finance, shipbuilding, and technology transition, Mr. Shipley joined the civil service in 2020 and became Director in August 2024. Mr. Shipley earned a Bachelor of Science in Marketing and Management from the University of Maryland and a Master of Science in Finance from Johns Hopkins University.
