Ms. Moon is the Executive Director of the Communications Cybersecurity Information Sharing and Analysis Center (C2 ISAC), a non-profit established by eight of the nation's leading communications companies — AT&T, Charter, Comcast, Cox, Lumen Technologies, T-Mobile, Verizon, and Zayo — to strengthen cybersecurity across the communications sector. Prior to C2 ISAC, she served as Executive Director of the Institute for Critical Infrastructure Technology (ICIT) and as Chief Strategy Officer of the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA), where she was the principal policy and strategic adviser to CISA leadership and ensured strategic, policy, and operational consistency across all of the agency's mission areas.
Ms. Moon spent 22 years at the FBI in a series of senior leadership roles, including Deputy Assistant Director of the Cyber Capabilities Branch within the FBI's Cyber Division, where she led the coordination and deployment of the division's technical tools and capabilities. She also served as Chief of Staff of the Science and Technology Branch and as Deputy Assistant Director of the Digital Transformation Office. In 2019, she was selected as the FBI's senior detail to the Cyberspace Solarium Commission — a Congressional commission authorized under the FY2019 National Defense Authorization Act — where she served as Senior Director and Task Force Lead. The Commission's landmark report, completed in March 2020, produced more than 80 recommendations, 25 of which have been enacted into law.
