Mr. Michaels is Director, Office of Research and Technical Applications (ORTA)/Chief, Medical Technology Transfer (under the JAG (Legal) Office) as part of the United States Army Medical Research and Materiel Command (MRMC) located at Fort Detrick, Maryland.  He currently oversees the Medical Technology Transfer Staff and has responsibilities for Technology Transfer, Patent and other Licensing Agreements, the Commercialization of Inventions, needed Marketing Efforts, and for Royalty Collection/Distribution.

Prior to his role as Director, he served as Deputy to the PARC /Commander of the 409th Contracting Support BDE, Army Contracting Command, supporting the United States Army – Europe; and PARC/Director, United States Army Medical Research Acquisition Activity (USAMRAA) at MRMC - Ft. Detrick.

He retired from Active Duty (LTC, MS - April 2003) as the Chief of Health Affairs Division, Defense Contracting Command – Washington at the Pentagon.

He received a BS, Business and Economics, University of Delaware.  A Master Degree in Business Management - American Technology University.  He completed a Senior Executives Fellowship in Govt, JFK School of Govt – Harvard University and Executive Juris Doctorate – Concord Law School, CA 2008.
