Retired U.S. Air Force Lieutenant Colonel Ron Owens, a certified project management professional, is with USCENTCOM J4, Programs and Assessment. Prior to CENTCOM, he was an operational energy liaison officer for the Office of the Assistant Secretary of Defense for Energy, Installations and Environment. He graduated from Florida State University, Air War College and Embry Riddle Aeronautical University. He is the primary author of USCENTCOM’s energy strategy.
