Cecil Buchanan is a senior defence analyst working in the UK Defence Science and Technology Laboratory (DSTL). Cecil specialises in defence aerospace and has three decades of experience spanning applied scientific research, advanced technology development and demonstration, complex system acquisition, programme architecting, strategic decision analysis and military capability planning. He has been Head of Science of the Royal Air Force Rapid Capabilities Office (RAF RCO) from 2017, with responsibility for the team delivering technical leadership across the RCO technology portfolio. In addition to RCO duties, he was appointed Chief Technology Officer for the RAF from April 2022, with responsibility for providing science and technology advice to the RAF Senior Leadership.
