Ed Moshinsky

Reporting to the OUSD (R&E) Director of Systems Engineering as a contractor, Ed leads key SE initiatives for the DoD's Research & Engineering organization. He developed strategic technical approaches to grow the DoD’s SE Modernization initiative across government entities. Ed led the integration effort with industry and academia to ensure alignment with the Government’s initiative. He is also a Subject Matter Expert (SME) for Modular Open Systems Approach (MOSA), implementing Digital Engineering (DE) methodologies, Systems Architecture, and Enterprise Architecture. He has been active in the National Defense Industrial Association (NDIA0 for may years, and is currently the Co-chair of the Se Division’s Architecture Committee.
Prior to this position, Ed was with Lockheed Martin for 37 years, where he led the development, integration, and deployment of large-scale operational systems, including space systems, global communications networks, command and control systems, and other complex, software-intensive systems. He held key technical and leadership positions on several major LM development programs. He also led successful new business development efforts on corporate focus / priority programs. He served with Corporate Engineering as director of Systems Engineering & Architecture, and led the Corporation's focus on MOSA.
Ed holds a BS Mechanical Engineering from Penn State University, as well as an MBA from Penn State and a Masters in Enterprise Architecture & Governance from Stevens Institute of Technology. He is a graduate of the GE Management Development Program, as well as LM’s Program Manager Development Program, Business Development Leadership Development Program, and Strategic Leadership Institute. He graduated from the Defense Acquisition University’s Program Managers Skill Course. Ed has co-authored numerous process guides and best practice references in Systems Engineering and Architecture.
