Susan Ebner

Ms. Ebner is a Partner with the firm Stinson LLP where she leads its government contracts and investigations practice and regularly counsels and represents clients on Federal, state and local government contracting protests, compliance, claims, audits, investigations and formal litigation and informal dispute resolution.  Ms. Ebner has vast experience counseling and representing large and small businesses, nonprofits and consortiums on a broad spectrum of complex and emerging issues in government contracts, grants and agreements. Prior to her time at Stinson, Ms. Ebner was a trial attorney in the U.S. Department of the Navy Office of the General Counsel, Litigation Office, where she represented the Navy, the Department of Defense and the U.S. Office of Personnel Management in complex litigation and dispute resolution.  She also served as in-house counsel for ten years, first at Cincinnati Bell Inc. and its spin-off Convergys Corp., and later NCR.  She currently serves as a Director of The Procurement Round Table, a Fellow of the American Bar Association (ABA) Public Contract Law Section (PCLS), a Fellow of the American Bar Foundation, and Co-Chair of the National Defense Industrial Association’s (NDIA's) Cyber Legal Regulatory Policy Committee.  She previously served as Chair of the ABA PCLS, as President of the Boards of Contract Appeals Bar Association, as National President of Women in Defense, and as a member of the Board of Directors of the NDIA.  Ms. Ebner also served as Chair of the D.C. Bar Government Contracts and Litigation Section and member of the U.S. Court of Federal Claims Advisory Council. She attended Cornell University, where she earned her J.D. from Cornell Law School and B.A. from its College of Arts and Sciences.
