Owen is the Digital Engineering Lead in the Office of the Deputy Assistant Secretary of the Army for Data, Engineering, and Software. He has previously served as the Deputy Director for Engineering Tools and Environments within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E))/Advanced Capabilities, and as Associate Technical Director at the U.S. Army Engineer Research and Development Center's Information Technology Laboratory (ERDC-ITL). His career started as a Computer Scientist at ERDC-ITL in Vicksburg, MS, within the Computational Engineering Division. He holds a Ph.D.and M.S. in Computational and Applied Mathematics from The University of Texas at Austin, and a B.S. in Mathematics from North Carolina State University.
