Phil Wills is the Director of Strategic Brand Engagement for VES LLC. VES is a small, Native American majority-owned entity headquartered at Aberdeen Proving Ground, Maryland.
VES’ core competencies include developing custom Government-off-the-Shelf (GOTS) infrastructure software, integrating tactical Command and Control (C2) systems, and rapidly prototyping emerging technologies to address Army tactical architecture challenges.
VES’s primary customers include PEO C3T, PEO GCS, DEVCOM GVSC, Armaments Center, C5ISR Center, PEO Land Systems (USMC LAV ARV), SOCOM JATF, and ground combat vehicle OEMs and suppliers.
VES serves as the prime developer and lead systems integrator of the Ground Vehicle Operating System (GVOS), integrated into the CMOSS Mounted Form Factor (CMFF) prototype builds. These efforts combine the hypervisor capabilities of GVOS with Mounted Mission Command Software (MMC-S), advanced/emerging Single Board Computers (SBCs), network interfaces, and Assured Positioning, Navigation, and Timing (PNT) capabilities.
Phil brings over 29 years of experience in the Air Force and Army acquisition, program management, and executive leadership. This includes four years of active duty as a systems acquisition officer in the United States Air Force, and more than 20 years at Booz Allen Hamilton, supporting major Air Force and Army acquisition programs.
Phil holds both a Master of Science and a Bachelor of Science in Industrial & Operations Engineering from the University of Michigan, Ann Arbor.
