Mr. Peter Reddy serves as the Deputy Assistant Secretary of the Navy for Research, Development, Test and Engineering (DASN (RDT&E)) under ASN (RD&A), responsible for executive oversight of all matters related to RDT&E Budget Activities, Science and Engineering, Advanced Research and Development, Prototyping and Experimentation, and Test and Evaluation. He is also responsible for oversight and stewardship of the Department of Navy Research and Development Establishment, which includes the naval laboratories, warfare centers, the Office of Naval Research, the Naval Postgraduate School, five University Affiliated Research Centers, and the Navy Federally Funded Research & Development Center. Until January 2025, he served as the Executive Director for Naval Information Warfare Systems Center Atlantic (NIWC Atlantic), Charleston, South Carolina. NIWC Atlantic consists of 4,900 civilian and military personnel and approximately 9,000 contractor support personnel and has a total obligating authority of more than $3 Billion.  NIWC Atlantic is highly technical organization executing research, development, delivery and sustainment of information warfare solutions that protect national security to include communication and networking systems, cyber capabilities, intelligence, surveillance, reconnaissance systems, and enterprise business systems. Mr. Reddy became a member of the Senior Executive Service in November 2019 with his appointment as Executive Director.   Prior to this, he was a Senior Scientific and Technical Manager (SSTM) and Deputy Executive Director as of January 2019.  In this role, he was responsible to provide overall technical leadership for the planning, execution and quality of work performed at NIWC Atlantic. Mr. Reddy was selected in January 2017 to serve as the Chief Engineer/5.0 Engineering Competency Lead for NIWC Atlantic.  In that role, he provided technical leadership and direction to the over 2000 person engineering workforce.  Mr. Reddy was selected as the Portfolio Systems Engineer for the Marine Corps and Special Operations Command Portfolio in March 2015.  As the Portfolio Systems Engineer, Mr. Reddy provided technical oversight for all engineering support provided by the Center to the Marine Corps and US Special Operations Command.  Mr. Reddy entered Federal civil service in September 2014 as the Sub-Portfolio Chief Engineer, Expeditionary Enterprise Systems & Solutions Sub-Portfolio, Space and Naval Warfare Systems Center (SSC) Atlantic. Prior to joining government service, Mr. Reddy worked as a Senior Strategist for SRA International Inc. from June to August 2014, embedded within the Rapid Reaction Technology Office, Office of the Under Secretary of Defense (Acquisition, Technology, and Logistics), Deputy Assistant Secretary of Defense (Emerging Capability & Prototyping), where he led technical strategy development and evaluation of anti-personnel landmines & cluster munitions materiel alternatives. Mr. Reddy served in the United States Marine Corps from May 1984 until May 2014 as an Air Defense Control Officer and Acquisition Officer.  He commanded Marine Air Control Squadron 4 deployed to Afghanistan and Uzbekistan in 2002 in support of Operation Enduring Freedom; and Marine Air Control Group 38 deployed to Iraq in 2008 in support of Operation Iraqi Freedom.  He also served in multiple acquisition tours in Marine Corps Systems Command, culminating as Program Manager, Marine Air Ground Task Force Command, Control, Communications until his retirement from active duty as a Colonel in May 2014. Mr. Reddy graduated from the University of Virginia with a Bachelor of Science in Aerospace Engineering. In 1990, he received a Master of Science in Systems Engineering (Electronic Warfare) (with distinction) from the Naval Postgraduate School, Monterey, California. He received a Masters of Strategic Studies as a Distinguished Graduate from the Marine Corps War College in June 2004.  He received a Master’s Certificate in Information Systems and Operations from the Naval Postgraduate School in September 2009.  He received a Master’s in Business Administration from George Mason University in August 2013.  Mr. Reddy also graduated from the Air Command and Staff College and the Marine Corps War College. Mr. Reddy is certified Level III in the Defense Acquisition Program Management and Systems Engineering Career Fields; as a Certified Systems Engineering Professional; a Professional Engineer, and as a Project Management Professional.
