Mr. Richard M. Gray serves as the Director of the Intellectual Property (IP) Cadre in the Office of the Under Secretary of Defense for Acquisition and Sustainment. In this Senior Level position, Mr. Gray is responsible for coordinating DoD-wide policy and guidance for the acquisition, licensing, and management of IP, and leading a cadre of cross-functional IP experts to provide advice and support to the Military Departments and other DoD components. He chairs the Defense Acquisition Regulations Council's Patents, Data, and Copyrights Team, and serves as a subject matter specialist for the Federal Acquisition Regulation Teams.
In June 2016, Mr. Gray was appointed as a member of the Government-Industry Advisory Panel established by Section 813 of the National Defense Authorization Act for Fiscal Year 2016 to review and make recommendations regarding the statutes and regulations governing DoD’s acquisition of rights in technical data and computer software and the validation of proprietary restrictions.
Mr. Gray previously held positions in the Department of Defense Office of the General Counsel (OGC), the Department of the Air Force OGC, and the Department of the Navy OGC.
Mr. Gray holds a Juris Doctor (J.D.), a Bachelor of Science in Electrical Engineering, and a Bachelor of Arts in Psychology from the University of Iowa. He is admitted to practice as an Attorney and Counselor at Law in Illinois, and is registered to practice before the United States Patent and Trademark Office.
In his personal capacity, Mr. Gray also serves on the Adjunct Faculty at The George Washington (GW) University Law School, and is co-author of IP and Technology in Government Contracts: Procurement and Partnering at the Federal and State Level.
