
Dr.
Michael Scott Moore is President & SME of Moore Integrity Engineering
(MIE), which he founded in 2017 with the mission to deliver advanced
capabilities to warfighters in hours instead of years. He brings more than 25
years of systems engineering leadership architecting modular and open systems
for defense and industry, spanning high-performance embedded computing,
software-defined radio, sensor systems, and ground vehicle electronics across
Air Force, Army, Navy, and Intelligence Community programs.
Dr.
Moore’s work sits squarely at the seam this panel addresses: the difference
between components that fit and components that behave coherently. As Chief
Architect of the U.S. Army’s VICTORY initiative and chair of its Data Bus
Working Group, he led the development of an open network-based architecture and
standards for integrating multi-vendor electronic systems, with processing,
network, security, and management coordinating their behavior as one system —
an architecture now used in CMOSS. He served as Architecture Lead and Metadata
Working Group Lead for integrated Network Enhanced Telemetry (iNET), where
discovery and machine-readable system description were the enabling
technologies.
He
led definition of the Common Hardware Integration Layer (CHIL), which defines
network management behaviors to be built into equipment to aid in their
integration and management, and is editor of the VITA 100.20 System Management
standard. CHIL’s network management specification — its principal work product
— is transitioning into VITA 100.20, whose goal is to combine best practices
from VICTORY, CMOSS, SOSA™, FACE™, MORA, and other standards rather than add
another stovepipe. In parallel, he is developing the Common Compute
Infrastructure — a specification and implementation of services and tools to
manage and orchestrate the system, hardware, network, security, and runtime
aspects of embedded multicomputer platforms. He remains active in the SOSA
Consortium, where he has led working groups and subcommittees defining
infrastructure for embedded systems, including the Inter-Module Interactions
Subcommittee and the Software Subcommittee.
Dr.
Moore holds M.S. and Ph.D. degrees in Electrical Engineering from Vanderbilt
University.
