Mr. LeGrand is the Director of Systems Engineering Modernization (SE MOD) within the Office of the Assistant Secretary of War for Mission Capabilities, Systems Engineering and Architecture (SE&A).
In this role, Mr. LeGrand advances systems engineering policies, guidance, and tools, concentrating on Department of War-wide initiatives to digitize and streamline engineering processes. SE MOD efforts involve integrating digital acquisition and model-based systems engineering methodologies to create a more efficient and responsive design framework. A key pillar to this initiative is the advancement of Modular Open Systems Approach (MOSA) throughout the workforce. MOSA is a technical and business strategy that emphasizes the use of modular designs, severable components, open interfaces, and consensus-based standards to create adaptable and affordable systems. His leadership in this area is crucial for preventing vendor lock scenarios, fostering competition, and enabling the rapid integration of new technologies. Prioritizing these initiatives will enhance the lethality and mission readiness of the warfighter through the continuous advancement of platform capabilities.
Before joining SE&A, Mr. LeGrand was the Lead for the Open Architecture & Standards Team within the U.S. Army Program Executive Office (PEO) for Intelligence, Electronic Warfare & Sensors. In this role, Mr. LeGrand was responsible for the development and implementation of Digital Engineering, MOSA, and Open Standards practices across the PEO portfolio. Mr. LeGrand also managed a team of software developers, software system engineers, and software testers to produce and maintain the government-owned Integrated Sensor Architecture standard.
Mr. LeGrand holds a bachelor’s degree in mechanical engineering from the University of Massachusetts, Amherst.
