Dr. Yvette Rodriguez serves as the Research Director for WarU West Region, Systems Engineering Professor, and WarU Leader for the Modular Open Systems Approach (MOSA) and MOSA Webinar Series. She brings 31 years of Department of Defense acquisition and systems engineering experience to innovating MOSA strategies, implementation, and workforce development. During her rotations with OUSD(R&E) Systems Engineering and Architecture and US Space Force Military GPS User Equipment, she led key MOSA strategy efforts and helped shape the Department’s future direction for modular open systems.
Dr. Rodriguez advances MOSA across defense acquisition by connecting policy, engineering practice, digital transformation, and learning. Her research and early adoption efforts supported WarU's MOSA course, webinars, acquisition knowledge matrix, and resources that help acquisition and engineering professionals apply modular open systems principles across the lifecycle.
Earlier in her career, Dr. Rodriguez led teams that modernized U.S. Navy ship weapon systems, including the Ship Self Defense System MK 1, Battle Force Tactical Trainer, and AN/SPQ-9B Surface Search Radar System. Her operational acquisition experience informs her focus on affordability, adaptability, interoperability, and mission effectiveness through MOSA.
