Joshua Bissell currently serves as the Army MOSA Lead within the Office of the Assistant Deputy for Acquisition and Systems Management (Data, Engineering, and Software), ASA(ALT). He leads development of Army guidance and policy for Modular Open Systems Approach implementation, supports adoption across portfolios and programs, and serves as the Headquarters, Department of the Army representative to the OSW MOSA Cadre. He also contributes to broader digital engineering and acquisition transformation efforts, advising PEOs and PMOs on practical approaches to modularity, openness, and interoperability. His prior experience spans vehicle integration, embedded systems, project management, and the development of open standards and architectures.
