Energy and Security Group (ESG) and Sandia National Labs (SNL) are developing models to support wargaming by simulating civilian life and reactions to infrastructure disruptions, including disruptions of energy resources. The civilian models are underpinned by interdependent infrastructure models (e.g., power, communications) which simulate a geographic area and its core services. The integrated capability can simulate pre-conflict, conflict, and post-conflict conditions and assess the potential impact of courses of action (COAs) within a wargame, to minimize decisions that lead to undesirable outcomes. ESG and SNL are expanding their current research and model algorithms- spanning the fields of behavioral psychology, power flow, microgrid optimizations, and general infrastructure modeling- in support of the US Marine Corps Wargaming and Analysis Center (Contract No. M67854-22-C-6617) to represent civilian population daily activities and their anticipated actions and reactions in response to scenario events. The expanded software solution is being designed to be coupled with other wargaming simulation technologies and to be applicable across multiple DoD organizations. This capability can be used to assess operational energy demand impacts on local infrastructure under steady-state and adverse conditions, e.g., blockades, fuel shortages, natural disasters, and red force activity.
