As Of Counsel with Meeks, Butera, and Israel, Jessica Noble advises clients on complex legal and regulatory issues impacting the space industry, with a focus on government contracts, commercial transactions, export controls, and compliance strategy. She brings over a decade of experience working in-house at pioneering space companies, where she led efforts on building global trade compliance programs, helping clients to build IP portfolios, registering and maintaining U.S. and international entities, negotiating government and commercial agreements, and advising clients on space policy and changes to the regulatory framework governing the industry.
Jessica is an active member of the State Bar of New Mexico. She is a proud alumnus of the University of Florida and the Catholic University of America Columbus School of Law. She is a board member of the Space Court Foundation and co-organizer of the Eilene M. Galloway Symposium on Critical Issues of Space Law. Jessica lives in Silver Spring, Maryland with her husband and their Weimaraner, Sandra Day O’Barker Noble.
